End-Term Evaluation ISSD Plus Program Uganda

Background

The “Integrated Seed Sector Development” (ISSD) Plus project was implemented in Ugandabeginning in October 2016. Originally expected to conclude in December 2020, the project receiveda no-cost extension for a period of six months (January 1, 2021 through June 30, 2021) to complete outstanding critical activities affected by the COVID-19 pandemic. This project built on a previous ISSD project (2012-2016) and aimed to contribute to increased food security, nutrition security, and agricultural economic development, with a focus on increasing income and creating employmentopportunities for smallholder farmers in Uganda.

This End-Term Evaluation (ETE) reviews project performance and captures lessons learned toinform policy priorities, future projects, and scaling-up strategies in the seed and vegetable sector. Theapproaches and tools used for this evaluation elevated the voices of project participants andstakeholders at all levels of the intervention while integrating findings from previous reports, projectmonitoring, and concurrently collected ETE evaluation data from other survey studies.
