The Local Seed Business groups in the Eastern Uganda under Buginyanya Zonal Agricultural Research and Development Institute (BugiZARDI) have made a significant progress in Seed production and marketing as envisaged under the LSB component of ISSD plus Project since 2017 to date. The assessment of their effectiveness reveals a wide range of challenges that include; Many small orders of foundation seed which are uncoordinated, LSB seed field inspection issues- DAO make frequent rounds largely uncoordinated, Fragmented production, low individual LSB production volumes non economical and limited capacity to tap market, Limited information sharing among LSBs, meaning each LSB is working in isolation.

To enhance the sustainability of LSBs enterprises post ISSD project, the need to facilitate LSB Led support systems to engage different institutions and Coordinate access to services is essential, this will help to address existing key challenges which include; limited access and availability of foundation seed , access to quality assurance services and limited access to and utilization of seed value addition services (packaging, QDS labels & seed treatment), collective seed marketing and generally lobby for enabling environment to drive LSBs prosperity and sustainability.

1.2 Specific Objectives of the Local Business Cluster consultant

The ISSD Plus Project is hiring a local consultant to support the LSB Cluster development approach for Eastern Zone. The Consultant will provide technical guidance to guide facilitation of the Local Seed Business Clusters in Eastern Uganda.

The objective of the LSB Clusters is to enhance sustainability and competitiveness of individual LSBs in the LSB Clusters of North Busoga, South Busoga, Bukedi, Bugisu and Sebei through facilitating access to supplies (bulk purchase of foundation seed), Business Development services and lobbying for enabling business environment that contribute to LSB business growth and sustainable development

Key Objectives of the Local Seed Business Clusters include;

  • Mobilize resources from the LSBs for input supplies (foundation seed, fertilizers) and market related services (packaging materials, seed treatment) for seed Business
  • Coordinate access to essential inputs (including primarily foundation seed) and services-seed field inspection, sampling and testing and requesting for labels, exchange information on markets, bulking and collective market
  • Mobilise seed growers in their clusters, including provide strategic linkages and backstopping support to core LSBT functions in seed production, Seed quality, seed marketing and seed financing
  • To advocate for support to address issues affecting LSB development e.g access to foundation seed, Seed Quality assurance within Cluster
  • Give overall guidance and monitor LSBs bulking, marketing and quality assurance activities in conformity with standard protocols
  • Coordinate key capacity backstopping on key capacity gaps identified by its LSBTs and the LSB core Committees of Seed Quality, Market, Production and Finance


The main objectives of this consulting Assignment are:

  1. Design appropriate operational Model of the Clusters (including clear Business Model and Revenue streams)
  2. Design and Recommend a most appropriate/suitable Organizational form for LSB clusters and how it compares with other LSB Association models in other zones.
  3. Define the Level and type of support required by ISSD to facilitate/build sustainable LSB clusters (e.g Logistical, technical …etc.)
  4. 4) Document Strategic and Actionable LSB Cluster Development roadmap to guide ISSD Uganda and Zonal experts


Task 1: Develop appropriate/logical operational model of the LSB Clusters clearly detailing the Business Model, Revenue streams key for its sustainable operation

Task 2: Brief Wageningen UR Uganda and its staff/Zonal experts/LSBs on the Most Appropriate Organizational form of Clusters with in-depth synthesis and present of the pros and cons of different Organizational forms of Clusters

Task 3: Advise the ISSD/Zonal Experts on strategic support to be undertaken to facilitate/build sustainable LSB clusters (e.g. Logistical, technical …etc.)

Task 4: Documentation of strategies and submit to ISSD Uganda/Zonal Experts the LSB Cluster Development roadmap


The assignment will deliver the following:

  • Recommendation of appropriate LSB Cluster Forms Develop appropriate/logical operational model of the LSB Clusters clearly detailing the Business Model, Revenue streams key for its sustainable operation
  • Most Appropriate Organizational form for LSB Clusters Recommended and shared with ISSD Uganda/Zonal experts
  • Activity report highlighting actionable road map to strategically support LSB Cluster development approach highlighting practical strategies

5.0 Timing and Duration

The consultancy will take Twenty (20) Working days from the time of signing the contract.
The Schedule of the assignment shall be, preparation including desk reviews, facilitation, and report writing all Twenty (20) days as detailed below;

Facilitation of Meetings of the target Groups as below;

  • 5 LSBs Clusters based meetings (North Busoga, south Busoga, Bukedi, Bugisu and Sebei: 5 days
  • Meeting 5 selected LSBs (1 per Cluster): 5 days
  • Meeting Cooperatives/farmer Organizations in the Zone: Pikwi Cooperatives, ACILA, TODIFA, Doho Irrigation Scheme Farmers' Cooperative Society Limited, and Bugiri Agribusiness Initiatives and Development association (BAIDA): 5 days
Three (3) Compiling reports and presentation to ISSD during workshop
Submission of Report (documented)

All reports are to be written in English. The Consultant will provide an electronic version of all the required deliverables. The reporting will be completed in form and substance acceptable to Wageningen UR Uganda.

7.0 CORE COMPETENCES (Qualification)

The Consultant outsourced for this assignment should have sufficient Experience in agribusiness Development with a minimum of degree in Organizational Development/Agribusiness with evidence of;

  • An Advanced degree in Organizational Development/Law or related fields.
  • He/she must be well versed with the law that govern company or organization registration and operations within the country
  • Proven experience, comprehensive and in-depth expertise in Institutional Development.
  • knowledge of Ugandan Business Laws and policies including Seed Laws/Policies and different forms of Agribusiness Organizations
  • Knowledge and experience in facilitating the formation of Business Organizations
  • Strong written and oral communication skills, demonstrated ability of making effective presentations. Fluency in English language essential
  • Experience handling similar assignments is of an added advantage.
